TriWest Insurance Coverage for Addiction Treatment in California

Veterans struggling with addiction or substance use disorder can find coverage through TriWest Insurance. TriWest works with the Department of Defense and the Department of Veterans Affairs to provide access to high-quality care for veterans and their beneficiaries in the western United States, including Texas, Arizona, and California. TriWest can help you find the care you need – the first step is to work closely with your primary care physician and treatment center to learn more about what your insurance policy covers.

What Is TriWest Healthcare Alliance?

TriWest Healthcare Alliance is a Phoenix-based third-party administrator that partners with the U.S. government to administer health benefits for active-duty and retired military members, veterans, and their families.

How TriWest Connects Veterans to Care

Through VA referrals, TriWest searches its network to identify an authorized, credentialed, and VA-compliant civilian provider in the veteran’s geographic area, coordinates directly with both the civilian provider and the veteran to schedule appointments, and issues a formal authorization letter to grant members access to in-network providers.

Who Is Eligible for TriWest Insurance?

By working with the VA Community Care Network (CCN), TriWest Insurance ensures access to quality, timely care for veterans. This care network provides healthcare services and helps veterans find the care they need. Service members and their families who have eligibility for coverage through TriWest Healthcare include active-duty or retired service members, National Guard and Reserve members, Medal of Honor recipients, and Foreign Force members.

TriWest is committed to upholding the Affordable Care Act (ACA), which provides coverage for mental and behavioral health care services, including addiction treatment, mental health therapy, and dual diagnosis care.

Family members of active-duty or retired service members are also covered when seeking mental health and addiction treatment services once referred through the Veterans Affairs office. Beneficiary family members are defined as children, spouses and ex-spouses, dependent parents/parents-in-law, and surviving children or spouse.

The cost of coverage, co-payment, and cost-share responsibilities under TriWest depend on the insurance policy and health care plan selected. Veterans or their beneficiaries can find answers by speaking to a VA Community Care Network representative or contacting TriWest directly.

Addiction Treatment Programs Covered by TriWest

TriWest covers evidence-based and clinical treatments for substance use disorder, which include drug and alcohol rehab. Outpatient and residential services are covered as long as they are a medical necessity.

Inpatient and Residential Treatment

Health insurance through TriWest Healthcare usually covers residential and inpatient treatment. Patients completing residential treatment typically transition to outpatient treatment programs.

Partial Hospitalization Programs (PHP)

A partial hospitalization program (PHP) provides structured, daytime treatment with hospital-level stabilization. TriWest covers PHP for addiction and mental health disorders.

Outpatient Treatment and Intensive Outpatient Programs (IOP)

TriWest insurance plans cover outpatient and intensive outpatient programs (IOPs) that include evidence-based and clinical treatments. The flexible outpatient treatment programs offered by our treatment facility can help veterans transition into daily life while still receiving care.

Dual Diagnosis and Mental Health
Treatment

We offer structured care for veterans through a dual diagnosis program for substance use disorders and co-occurring mental health conditions, such as post-traumatic stress disorder (PTSD), trauma, depression, and anxiety. Veterans are especially prone to trauma-based disorders, which can lead to substance use disorder as a way to cope with pain and trauma. Our individualized treatment plans include both holistic and clinical therapies, such as cognitive-behavioral therapy (CBT), dialectical behavior therapy (DBT), art therapy, neurofeedback, and suicide prevention.

Therapy and Evidence-Based Treatment Options

Evidence-based substance abuse treatment options covered by insurance include:
  • Cognitive-behavioral therapy (CBT): Helps clients identify negative thought patterns, recognize triggers, and build healthier coping mechanisms
  • Group and individual therapy: Addresses the root cause of the substance abuse to help achieve lasting sobriety

Important Note About Detox and Withdrawal Management

Detox is often the first step in treatment when medically necessary. Stabilization is key to further treatment, and a detox program helps safely mitigate withdrawal symptoms, such as nausea, insomnia, and tremors. TriWest covers medical detox when deemed a medical necessity and FDA-approved medications, such as buprenorphine, for medication-assisted treatment (MAT) for opioid use disorder.

Stairway Resource Center does not offer detox services, but coordinates with trusted medical detox providers as needed.

Understanding TriWest Insurance Costs and Coverage

Through the Affordable Care Act, TriWest Healthcare makes it easy to access critical care by working closely with the patient’s primary care physician and the VA Community Care Network.

Out-of-Pocket Costs, Copays, and Coinsurance

Annual deductible healthcare costs range from $50 to $300 for individuals. Co-payments for preventative care are usually $0, but can include a fixed flat fee for in-network providers ($25-$50) for specialty visits or urgent care. All TriWest network plans have an annual out-of-pocket limit (usually ranging between $1,000 and $3,000), depending on your sponsor group. Once the limit is reached, TRICARE covers 100% of covered care for the remainder of the calendar year.

In-Network vs. Out-of-Network
Providers

TriWest Healthcare offers coverage for in-network providers. It is not necessary to pay the full cost, as you would for out-of-network providers; your provider submits a claim on your behalf. If you are enrolled in TRICARE Prime, you may need a referral from your PCP to see specialists, while those enrolled in TRICARE Select do not need referrals when seeing an in-network provider.

Referrals and Prior Authorization Requirements

TriWest insurance requires that your primary care physician (PCP) submit referrals and prior authorizations for specialty care, including treatment for substance use disorder. Use the TRICARE West Decision Support Tool to determine the specific requirements for your level of care.
